OKLAHOMA CITY — Oklahoma Insurance Commissioner Glen Mulready has placed Mending Health Insurance in Oklahoma, Inc. into conservatorship following concerns about the company’s financial condition. The action gives state regulators control over the insurer’s operations as they work to protect policyholders and assess the company’s financial stability.
The decision follows months of regulatory oversight by the Oklahoma Insurance Department (OID) and comes as Mending Health prepares to withdraw from the state’s health insurance marketplace at the end of 2026.
Oklahoma Regulators Take Control of Mending Health Operations
Commissioner Mulready announced the conservatorship after determining that the insurer’s financial position required stronger regulatory intervention to safeguard Oklahoma consumers.
“Our number one priority is consumer protection,” Insurance Commissioner Glen Mulready said. “Given the company’s financial situation, I determined this strong approach was a necessary step to protect policyholders. Through this conservatorship, we can take control of the company and determine the best path forward for its Oklahoma members.”
Under the conservatorship, Mulready has the authority to assume responsibility for Mending Health’s day-to-day operations and conduct a comprehensive review of the company’s finances.
The process allows state regulators to oversee the insurer while evaluating its financial obligations and determining appropriate measures to protect members.
Financial Concerns Follow Earlier Administrative Supervision
Mending Health was initially placed under administrative supervision on July 31, 2026.
During that period, the Oklahoma Insurance Department closely monitored the company’s financial condition and business operations.
Following its assessment, the department concluded that conservatorship was necessary to provide additional protection for Oklahoma policyholders.
Conservatorship is a regulatory measure that allows state insurance authorities to take control of a financially troubled insurer without immediately terminating its existing policies.
Mending Health Insurance Coverage Remains Active for Now
The Oklahoma Insurance Department emphasized that Mending Health members will retain their existing insurance coverage for the time being.
Policyholders must continue paying their insurance premiums to maintain coverage and avoid interruptions in benefits.
The conservatorship does not automatically cancel existing policies, and members should continue following the terms of their current health insurance plans.
Healthcare Providers Must Continue Serving Members
State insurance officials also instructed healthcare providers to continue providing services to individuals enrolled in Mending Health plans.
Providers should not require members to make additional payments beyond the applicable cost-sharing amounts established under their insurance policies.
These costs may include authorized copayments, deductibles or coinsurance associated with covered medical services.
The department’s guidance is intended to help prevent disruptions in healthcare access while regulators oversee the company’s operations.
Mending Health to Exit Oklahoma Insurance Marketplace in December 2026
Mending Health previously notified the Oklahoma Insurance Department on June 25, 2026, that it intended to withdraw from the state’s health insurance marketplace effective December 31, 2026.
As a result, the insurer’s policies will not be available for purchase or renewal during the open enrollment period for the 2027 plan year.
The withdrawal means existing members will need to select alternative health insurance coverage for 2027.
State and Federal Officials Coordinate Coverage Transition
The Oklahoma Insurance Department is working with the Center for Consumer Information and Insurance Oversight (CCIIO), a federal agency within the Centers for Medicare & Medicaid Services, to assist affected consumers.
The coordination is intended to help Mending Health members identify replacement insurance options during the upcoming open enrollment period.
Consumers should review available plans, including provider networks, prescription drug coverage, premiums, deductibles and out-of-pocket expenses, before selecting new coverage.
For individuals who purchase insurance through the Affordable Care Act marketplace, choosing a replacement plan during open enrollment will be important to maintaining health insurance protection in 2027.
Oklahoma Insurance Department Offers Assistance to Policyholders
Mending Health members seeking clarification about their coverage, the conservatorship or the company’s planned marketplace withdrawal can contact the Oklahoma Insurance Department’s Consumer Assistance Division.
The department can be reached at 1-800-522-0071.
Consumers can also review the official conservatorship order, identified as Case No. 26-1011-SOL, State v. Mending Health Insurance in Oklahoma, Inc., for additional information about the regulatory action.
Regulators Focus on Protecting Consumers During Transition
The conservatorship represents a significant regulatory intervention as Oklahoma officials address Mending Health’s financial difficulties and prepare for the insurer’s departure from the marketplace.
For now, existing policies remain in effect, and members must continue paying premiums while receiving covered healthcare services under their plans.
The Oklahoma Insurance Department’s immediate priorities are maintaining consumer protections, overseeing the company’s financial condition and helping affected policyholders secure alternative coverage before the beginning of the 2027 plan year.
