RALEIGH — The North Carolina Department of Information Technology (NCDIT) has appointed Shannon Casucci as its new Chief Procurement Transformation Officer, bringing more than 15 years of experience in government technology leadership, procurement strategy, budget management and operational transformation.
The appointment comes as the state intensifies efforts to modernise public services through technology, improve procurement processes and enhance the delivery of digital services for residents across North Carolina.
In her new role, Casucci will oversee NCDIT’s statewide IT procurement strategy, working closely with government agencies, technology vendors and internal teams. Her responsibilities will include strengthening acquisition processes, improving transparency, enhancing customer service and ensuring technology investments deliver value for taxpayers.
The move forms part of NCDIT’s broader strategy to accelerate the delivery of secure, reliable and user-friendly digital services while strengthening the governance and effectiveness of technology procurement throughout the state.
NCDIT Secretary and State Chief Information Officer Nate Denny said Casucci’s experience would support the agency’s efforts to modernise government technology and improve public service delivery.
“As our state continues to modernize technology, enhance services, and simplify government navigation, Shannon’s leadership will be instrumental in improving our planning, purchasing, and delivery of the technology North Carolinians rely on,” said NCDIT Secretary and State Chief Information Officer Nate Denny. “Shannon brings the ideal combination of procurement expertise, government technology experience, and people-centered leadership to this critical role.”
The agency has identified procurement reform as a key component of its technology strategy, with a focus on simplifying the process for government agencies purchasing technology solutions. Officials say improving procurement efficiency can help departments acquire the tools and services needed to fulfil their missions more effectively while providing greater accountability and value for public spending.
NCDIT is also working closely with the North Carolina Department of Administration (NCDOA) to strengthen procurement practices across state government. Both organisations have highlighted the importance of improving procurement procedures to create a more effective and responsive government for residents and businesses.
As part of that effort, Secretary Denny and NCDOA Secretary Gabe Esparza will continue collaborating on initiatives aimed at enhancing interagency cooperation, improving procurement processes and developing a more transparent and customer-focused purchasing system.
Casucci joins NCDIT following a distinguished career in federal government technology management. Most recently, she served as Acting Deputy Associate Chief Information Officer and IT Director at the U.S. General Services Administration (GSA), where she led IT investment strategy and modernisation initiatives across the agency’s technology portfolio.
During her tenure at the GSA, Casucci directed portfolio optimisation and vendor rationalisation programmes that generated approximately $32 million in annual savings. The initiatives also improved the alignment of technology investments with organisational goals while strengthening governance and acquisition processes.
Her experience overseeing large-scale technology investments and procurement transformation is expected to support North Carolina’s ongoing efforts to modernise digital services and improve operational efficiency across government agencies.
Commenting on her appointment, Casucci said effective procurement extends beyond contract management and plays a critical role in delivering positive outcomes for citizens.
