Governor Stitt Signs Executive Order on Medicare Advantage Plan Oversight in Oklahoma

Governor Kevin Stitt has issued a new executive order introducing additional requirements for Medicare Advantage (MA) plans operating in Oklahoma, a measure intended to strengthen consumer protections and improve oversight of healthcare coverage for older residents.

Announced in Oklahoma City, the order sets out expectations for Medicare Advantage plans to maintain appropriate contracts with medical providers, with the aim of supporting consistent access to care for enrollees and promoting stability across provider networks. The move comes as Medicare Advantage continues to expand as a key part of the US healthcare insurance landscape, particularly among seniors seeking alternatives to traditional Medicare coverage.

Under the executive order, Medicare Advantage plans are expected to have suitable contractual arrangements with providers to help ensure patients can receive medical services without disruption. The policy is also framed as supporting fair treatment of providers, including clarity around payment arrangements and network participation.

“This executive order is an important step toward protecting Oklahoma consumers and the medical professionals who care for them,” said Insurance Commissioner Glen Mulready. “Medicare Advantage plans play a growing role in our healthcare system, and it is essential that they operate responsibly, transparently, and with enforceable commitments to both patients and providers.”

Medicare Advantage plans are offered by private insurers and typically operate through contracted networks of doctors, hospitals and other healthcare professionals. As enrolment grows, policymakers and industry stakeholders have placed greater emphasis on ensuring that networks remain robust and that patients are able to access in-network services as expected.

Officials said the executive order is intended to reinforce network adequacy and contractual standards. In practice, this may help reduce uncertainty for seniors who rely on Medicare Advantage plans for routine and specialist care, while also supporting continuity for healthcare providers serving those members.

Mulready also highlighted the role of state-level regulators in responding to consumer and provider concerns, noting that oversight of Medicare Advantage is often shaped by federal rules and frameworks.

Mulready noted that he has long advocated at the federal level for greater authority for state insurance departments to oversee Medicare Advantage plans and to intervene when consumers or providers are harmed.

“We need Oklahomans taking care of Oklahomans,” Mulready said.

“For years, I have pushed for more tools and authority at the state level so state insurance departments can better address problems with Medicare Advantage plans,” Mulready said. “While federal reforms are still needed, this executive order represents a meaningful step in the right direction and demonstrates Oklahoma’s commitment to consumer protection.”

The executive order reinforces Oklahoma’s role in monitoring insurer practices and supporting stability in healthcare delivery. By placing emphasis on appropriate provider contracting, the order aims to strengthen expectations around access to care and the reliability of networks available to Medicare Advantage members.

Healthcare providers, including hospitals and physician practices, often rely on clear contractual arrangements with insurers to support service delivery, staffing and financial planning. State officials said the order is designed to provide a more consistent framework for how Medicare Advantage plans operate in the state, with a focus on protecting patients while supporting the healthcare professionals who deliver care.

The announcement also reflects broader attention across the United States on how Medicare Advantage plans manage provider networks and coverage access as membership expands. While Medicare Advantage plans can offer additional benefits and structured costs, their performance and network arrangements can vary by region, making oversight and transparency an important consideration for both consumers and healthcare organisations.

“As enrollment in Medicare Advantage continues to grow, proactive oversight is critical,” Mulready added. “This action by Governor Stitt helps bring balance to the system and ensures accountability where it matters most — for Oklahoma seniors and the healthcare providers who serve them.”

For Oklahoma’s healthcare market, the executive order signals a policy direction focused on network reliability, consumer confidence and clearer standards for insurer-provider relationships. State officials said the goal is to ensure Medicare Advantage enrollees receive the care they are promised, while supporting the stability of care networks across the state.
