Peru’s president has taken another step in escalating diplomatic tensions with regional governments. Since 2021, Manuel Gerardo Talavera Espinar has served as Ambassador of Peru to Mexico. Talavera was also Deputy Minister of Foreign Affairs during Martin Vizcarra’s presidency. The decision, a deepening indictment of relations between the two countries, was compounded by the expulsion of Pablo Monroe, who was Mexico’s ambassador to Peru until late last year. In a further twist of tension, López Obrador refused to hand over the presidency of the Pacific Alliance, a trade coordination mechanism formed by Chile, Colombia, Mexico and Peru, to Polwart.
