RAGA Raises Allegations Over Biden-Era FBI Phone Record Seizures Targeting Trump Administration Officials

WASHINGTON, D.C. — The Republican Attorneys General Association (RAGA) has issued a strongly worded statement alleging that the Federal Bureau of Investigation (FBI) under former President Joe Biden targeted senior figures now serving in the administration of Donald Trump, including through the use of phone record subpoenas that reportedly captured privileged legal communications.

The allegations, which centre on actions said to have taken place during the previous administration, come amid heightened political and institutional tensions in Washington and raise fresh questions about the oversight of federal investigative authority. The claims also follow a Senate inquiry that reportedly examined the scope of an FBI probe known as “Arctic Frost”.

According to RAGA, individuals affected included current White House Chief of Staff Susie Wiles and current FBI Director Kash Patel. The association said reports indicated that investigators obtained phone records and recorded a conversation between Wiles and her legal counsel, prompting concerns about attorney-client confidentiality protections.

The claims build on a Senate Judiciary Committee report led by Chuck Grassley, which, according to the association, examined the FBI’s investigative activities involving Republican-aligned organisations.

In its statement, RAGA said the committee’s findings suggested that nearly 100 Republican organisations were included in the FBI’s investigative scope. The association itself said it was among those affected.

“The Biden Administration’s lawfare knew no bounds; they spied on Republicans and now, shockingly, reportedly violated a sacrosanct cornerstone of the legal system—attorney-client confidentiality. It is beyond unconscionable for federal officials to spy on Americans through their lawyers. RAGA, and some current and former Republican Attorneys General, have also been victims of these politically motivated and unconstitutional investigations. Thank you to FBI Director Patel for exposing this and for holding those at the FBI accountable. Sunlight is the best disinfectant for deep state lawfare, and we expect a full investigation into the Biden Administration’s misconduct in the coming weeks.” – RAGA Executive Director Adam Piper

The Senate Judiciary Committee report referenced by RAGA has not, as of publication, resulted in publicly announced criminal charges linked to the specific allegations mentioned in the press release. However, the political ramifications of the claims are already being felt, particularly as lawmakers and federal agencies face renewed scrutiny over investigative transparency and accountability.

From a governance perspective, the dispute highlights longstanding tensions between federal law enforcement independence and political oversight. Such tensions have historically carried implications for regulatory certainty, institutional trust, and broader political stability — factors closely watched by business leaders and investors alike.

Political risk analysts note that disputes involving federal investigative bodies can influence market sentiment indirectly, particularly where they affect confidence in institutional independence. For multinational companies and investors, the perceived stability and impartiality of legal and enforcement systems remain key considerations when assessing operating environments.

The FBI has not publicly responded in detail to the specific claims outlined in the RAGA statement. Similarly, representatives of the former Biden administration have not issued formal responses addressing the allegations as described by the association.

The controversy also underscores the continuing political reverberations of investigations connected to President Trump, whose business and political activities have been the subject of multiple federal and state inquiries over the past decade.

For businesses operating in the United States, the dispute is unlikely to have immediate regulatory consequences. However, it may contribute to broader political uncertainty, particularly as federal agencies and lawmakers consider potential reviews or reforms related to investigative procedures.

RAGA said it expects further inquiry into the matter, signalling that the issue could remain part of the political and institutional landscape in Washington in the coming weeks.

As scrutiny continues, the episode illustrates the complex intersection of law enforcement authority, political oversight, and institutional credibility — an area with significant implications not only for governance but also for the wider business environment.
