Oklahoma Housing Stability Program Supports More Than 1,000 New Homes, Annual Report Finds

OKLAHOMA CITY — The Oklahoma Housing Stability Program has supported the construction of more than 1,000 homes across the state since its launch, according to a newly released annual report, highlighting efforts to address housing shortages and expand access to both rental and owner-occupied housing.

The Oklahoma Housing Finance Agency (OHFA) released the programme’s 2026 annual report on 1 July, detailing progress made since the Oklahoma Legislature established the initiative in 2023. The programme was created to increase housing supply and support residential development in communities experiencing growing demand for homes.

Since its inception, the Oklahoma Housing Stability Program has supported the construction of 1,058 homes across 69 communities in 29 counties. The developments represent a total investment of $170.4 million, aimed at creating additional housing opportunities for renters and prospective homeowners throughout the state.

The report highlights the programme’s role in helping homebuilders and housing developers overcome one of the most significant obstacles to new residential construction: access to affordable financing. Through the provision of 0% interest construction loans, the programme enables developers to move projects forward more quickly and efficiently.

By reducing financing costs, the initiative is designed to stimulate new housing development in areas where demand continues to outpace supply. State officials say the approach has helped accelerate projects that might otherwise face delays due to funding challenges.

“The Oklahoma Housing Stability Program plays a vital role in increasing the housing supply, strengthening communities and creating opportunities for Oklahoma families,” said Deborah Jenkins, OHFA executive director. “Every loan repaid is reinvested for future development.”

The revolving nature of the programme is a key feature of its long-term strategy. As loans are repaid, the funds are returned to the programme and made available for future housing developments, creating an ongoing source of support for residential construction across the state.

According to the annual report, the programme includes developments that have already been completed, projects currently under construction, and additional schemes in various stages of planning and development. Collectively, these projects demonstrate the programme’s growing impact on Oklahoma’s housing market and its contribution to increasing the availability of homes.

Housing affordability and supply remain significant issues in many regions, prompting policymakers and housing agencies to seek solutions that encourage construction while supporting homeownership opportunities. The Oklahoma Housing Stability Program has been positioned as part of the state’s broader response to these challenges.

In addition to supporting new construction, the programme also offers assistance to eligible homebuyers purchasing properties developed through the initiative. Qualifying buyers may receive up to 5% assistance towards down payments and closing costs, helping to reduce some of the upfront expenses associated with buying a home.

Officials believe this combination of construction financing and buyer assistance strengthens the programme’s ability to address housing needs from multiple angles. While developers receive support to build more homes, prospective buyers are provided with resources that can make homeownership more attainable.

The annual report suggests that the benefits of the programme extend beyond housing availability. New residential developments can contribute to local economic activity, support community growth and help meet the needs of expanding populations across urban and rural areas alike.
