Austin, Texas — Morgan Johnson has been formally sworn in as commissioner of the Public Utility Commission of Texas (PUCT), marking a significant development in the state’s oversight of essential infrastructure sectors including electricity, water, and telecommunications.

The appointment, confirmed this week, follows her official selection by Governor Greg Abbott on 23 October 2025. Johnson, who previously served as deputy general counsel in the Office of the Governor, assumes the role at a time of increasing attention on Texas’s utility reliability and regulatory reform.

Earlier in her career, Johnson worked as an attorney with McGinnis Lochridge L.L.P., a prominent Texas law firm, where she developed expertise in administrative and environmental issues.

She is a member of the State Bar of Texas and the Austin Bar Association. Johnson holds a Bachelor of Business Administration in Finance from The University of Texas at Austin and a Juris Doctor from South Texas College of Law.
