Commissioner Mulready Appointed Vice Chair of Property and Casualty Insurance (C) Committee

Oklahoma Insurance Commissioner Glen Mulready has been appointed Vice Chair of the Property and Casualty Insurance (C) Committee for 2026 by the President of the National Association of Insurance Commissioners (NAIC), marking a significant expansion of Oklahoma’s influence within the US insurance regulatory framework.

The appointment, announced in Oklahoma City, places Commissioner Mulready in a key leadership position at a time when property and casualty insurers across the United States continue to face mounting pressure from rising claims costs, climate-related risks and concerns over the affordability and availability of homeowners’ cover. The NAIC’s Property and Casualty Insurance Committee plays a central role in shaping regulatory responses to these challenges, coordinating policy development among state insurance regulators.

“I’m excited to serve in this important role and continue the hard work that many states have done to address affordability and availability in their homeowners insurance markets,” Mulready said. “I look forward to working with fellow regulators to develop property market data intelligence so regulators can better understand how markets are performing in their states and identify potential new coverage gaps.”

Broader leadership responsibilities within the NAIC

In addition to his new vice chairmanship, Commissioner Mulready will take on several other senior responsibilities within the NAIC’s governance structure in 2026. He will serve as a standing member of the Health Insurance and Managed Care (B) Committee, the Government Relations Leadership Council, the Center for Insurance Policy and Research (CIPR) Advisory Council, and the National Insurance Producer Registry (NIPR) Board of Directors.

These roles extend Mulready’s remit beyond property and casualty insurance into health insurance oversight, producer licensing infrastructure and insurance policy research. Together, the appointments underline Oklahoma’s growing involvement in national regulatory discussions that span market conduct, financial stability and consumer protection.

The NAIC also confirmed a series of additional 2026 assignments for task forces and liaison groups involving the Oklahoma Insurance Department (OID). Several senior OID officials will represent Commissioner Mulready across a wide range of technical and policy-focused working groups, reflecting the breadth of regulatory expertise within the department.

Oklahoma officials take on national task force roles

Among the appointments, Andy Schallhorn, Deputy Commissioner of Financial Regulation and Chief Actuary, will serve on five actuarial and financial oversight task forces, including the Life Actuarial (A), Health Actuarial (B) and Casualty Actuarial and Statistical (C) Task Forces, as well as the Capital Adequacy (E) and Risk Retention Group (E) Task Forces. His roles place Oklahoma at the centre of discussions on insurer solvency, capital requirements and actuarial standards.

Brian Downs, First Deputy Commissioner and Chief of Staff, has been named to the CIPR Advisory Council, while Donna Dorr, Director of Consumer Assistance, will sit on both the NAIC/Consumer Liaison Committee and the NAIC/American Indian and Alaska Native Liaison Committee, reinforcing Oklahoma’s engagement on consumer-facing issues.

Other appointments include Donna Wilson, Assistant Receiver and Estate Manager, who will serve as Vice Chair of the Receivership and Insolvency (E) Task Force, and Eli Snowbarger, Chief Financial Examiner, who has been named Vice Chair of the Surplus Lines (C) Task Force and will also serve on examination oversight, financial stability and reinsurance task forces.

Further representation includes Erin Wainner on the Producer Licensing (D) Task Force, Landon Hubbart on the Homeowners Market Data Call (C) Task Force, Mike Rhoads on the Regulatory Framework (B) Task Force, Ray Walker on the Senior Issues (B) Task Force, Rick Wagnon on the Antifraud (D) Task Force, and Ryan Rowe on accounting and invested assets task forces.

Focus on consumer protection and market stability

Reflecting on the breadth of appointments, Commissioner Mulready emphasised the importance of coordinated regulatory work and professional expertise. “I’m proud of the dedicated team representing Oklahoma, whose professionalism and expertise reflect our regulatory responsibilities and unwavering commitment to protecting consumers,” Mulready said.

The NAIC functions as the United States’ primary standard-setting and regulatory support body for the insurance sector. Created and governed by insurance regulators from all 50 states, the District of Columbia and five US territories, the organisation develops model laws and best practices, conducts peer reviews and facilitates coordination among state regulators.

For UK and international observers, the appointments offer insight into how US insurance regulation continues to rely on state-based oversight supported by national coordination. Commissioner Mulready’s expanded role positions Oklahoma as a notable contributor to policy discussions shaping the future of property, casualty and health insurance markets in the United States.
