The President of Brazil, Jair Bolsonaro, withheld funds allocated from the budget for universities, science and technology to meet the deficit in public accounts, which has accelerated with the torrent of social benefits of about $ 7 billion granted to various segments of the population before the elections, it was officially reported.

“The freezing of education budget accounts is putting the system of all federal universities and federal institutes at risk,” the National Association of Administrators of Federal Institutions of Higher Education reported, Andeves. The total blockade of the 2022 budget of the Ministry of Education amounts to 3 billion riyals, 28.6% of the total reduction.

Decree 11216 was signed on Friday, September 30, two days before the first round of the presidential election.

The details of the so-called budget reprogramming decree became known through the analysis conducted by the Congressional Independent Financial Institution, which indicated that the budget cut by the executive branch was 10.5 billion riyals, that is, about $ 2 billion in total.

Other ministries that got cuts after education are science and technology, health, regional development and defense.

“The government continues to have problems in managing the budget due to spending above the public spending ceiling and even after it has included in the calculation the lawsuits against the state that it was able to postpone,” said Vilma Pinto, director of the International Institute of Finance.

The National Student Union denounced that “the federal government confiscates the balances of all higher education accounts and leaves no cents to pay for building maintenance.”
