Some hospitals said they received only about 100 vaccines on the first day.
The number of cases in the United States has surpassed 18 million, with 323,000 deaths.
The Trump administration has promised to vaccinate 20 million people by the end of this year, while not providing enough funding to achieve the goal.
Nearly 19 million vaccines are to be given over the next nine days, including Christmas Day.
Nearly 5.9 million doses of the modern vaccine are to be distributed this week, and 2 million doses from Pfizer and Bioentech are to be distributed.
Two more vaccines could be allowed in Johnson & Johnson and Astrogeneka in February.
The government has set a target of 100 million Pfizer and Modern vaccines by March 1.
Warp Speed General Gustav Berna, who heads the vaccine distribution effort, said on Monday that CDC data reflected a report gap and that the number of vaccines would increase over time.
