Police say they arrested a Sapulpa man on Sunday after finding him passed out and intoxicated in a vehicle at Billy Vessels Park.

 Benny Charles Anglin, 20, was taken into custody for complaints of actual physical control of a vehicle while under the influence and for underage possession of beer and underage possession of firearms, records show. The complaint of “actual physical control” indicates that while a vehicle may be stationary, the person has keys and control over it, state statutes say.
