David Carter

The “councilman-at-large” post on the Cleveland City Council is now filled by David Carter, shown taking his first oath of office at the April council meeting. Due to irregularities, he was sworn in again last week.

There were several re-do’s at the May 9 meeting of the Cleveland City Council. The re-do’s were due to the council having only three members present at the outset of last month’s meeting and one of those abstained from voting in favor of the appointment to fill the vacant member-at-large position on the council. It was realized later that the vote to abstain counted as a “no” vote in such a situation and, therefore, the appointee did not actually receive a majority vote of approval, which also meant that all subsequent business in which he made a motion or seconded a motion were null and void and had to be readdressed at last week’s meeting.
